Unfortunately, the support team has very limited resources for Octopus Server versions before 2018.X. In order to better assist you, I would highly recommend upgrading to a more recent version of Octopus. Doing so may also clear up the issue you are having as well.
Looking at your license ending in 42348, you are eligible to move up to 2019.2.3 (or 2019.1.11 if you prefer the latest 2019.1 release instead). Before upgrading, be sure to make a backup of your SQL db using SSMS as this is your only way to roll back if needed. You may check out our upgrade documentation here:
