This is a really simple bug to reproduce, simply create an empty variable like this in any file you expect variable substitution to take place in.
ie:
Octopus fails to substitute any variables in the same file and will report that the deployment was successful. The expected result should be that Octopus should report an error during the deployment - “Invalid variable (Can not be blank)”

May I ask how you found this issue? Were you creating a placeholder or did you create it on purpose with an idea of an expected result?
