Step Template Double Directory Creation?

We currently have a step template created to utilize reuse of creating ASP.NET MVC Web applications. What we are noticing is that when we create a step that utilizes this step template, octopus technically does 2 deployments. One for the Step Template, and another for the step utilizing the step template.

In essence we end up with a slower deployment + an extra folder being deployed to that isn’t used for anything.
