Octopus deplyoy adding URL rewrite to IIS rule during deployment

When we deploy one of our applications to our QA environment an outbound URL rule is added to IIS 7. When left enabled, the rule forces the application to return a 500 internal server error.

I am trying to pin down the source of this and I am battling. Have you guys ever seen one like this?
