Design Rule without AdministerSystem fails

I’m attempting to design a version rule for a channel without the AdministerSystem. The call to the rule test, e.g. /api/channels/rule-test?version=3.0.0.10376 fails with a 403 and the page states: “You do not have permission to perform this action. Please contact your Octopus administrator. Missing permission: AdministerSystem”.

Is this a bug or by design?
