If we use the same package multiple times per project, we are finding that the package is uploaded to the tentacle each time the package is used, slowing our deployment down. We deploy the package a few times in different configurations within a single project.
This is a fairly large package (100mb~) so if it uploaded it once to the Tentacle that would save us a lot of time.
Thanks for getting in touch! We have a multi-tenant solution on the road map, and it will suit this scenario perfectly. It will allow a single package upload, but multiple unpacking, substitution, transfiguration steps.
But right now there is no solution to stop this from happening. You are effectively already using the work around.
