Deployment failure

We have multiple environments we have deployed numerous releases too. Today we have tried to deploy releases to a new environment and its failing with the below.
new-object : Exception calling “.ctor” with “3” argument(s): "Array may not be empty or null.

we have confirmed the environment is exactly the same on azure and the configuration is the same in Octopus?
