Change tracking on the project Settings page is erratic

Opening the project settings page and navigating away without changing anything sometimes brings up an ‘Unsaved changes’ dialog, but other times allows you to navigate away without the dialog. Clicking discard changes appears to remove the problem for a little while, but it comes back. Tested in demo environment and the bug is there.

Steps to repoduce:

  1. Open project settings
  2. Click on settings
  3. Click on another tab

Expected: Should allow the user to navigate if there are no changes
Actual: Sometimes allows it, sometimes asked to discard unsaved changes/cancel
