Cannot see variables in library variable sets

Hi,

I upgraded to version 3.8.7 and I can’t see unscoped variables in variable sets now?

I checked release log and I think it is related to this issue https://github.com/OctopusDeploy/Issues/issues/3074.
I understand I should not see variables scoped to environments which I’m not scoped to, but I can’t see unscoped variables.

Could you please help me with this?
